Abstract

Objective: To determine whether the health system (SIS) in the Sonora River region (RRS) operates under conditions that meet the specific needs of the population since the mining spilled contaminated the river in 2014. Methodology: A descriptive qualitative-quantitative analysis was performed using checklists based on the NOM-005-SSA3-2018 and the NOM-016-SSA3-2012, which establish the minimum infrastructure and equipment requirements for medical care, and conducted the assessment of an epidemiological surveillance program undertaken as a result of the mine spill. Results: The health units across the RRS lack adequate personnel, infrastructure, and material resources. Furthermore, there is no action plan to address heavy metal exposure among the population. Limitations: Limited access to official information about other SIS functions seriously hampered the evaluation, and, as a result, governance and financial issues were not considered in the assessment. Conclusion: The evidence highlights the need to implement strategies and public health interventions that include risk management, strengthening the SIS, training human resources, and community education to address the severity of the problem and minimize long-term toxic consequences
