Abstract

Objective:  To make a diagnosis about the semi-urban municipality of Ixtepec city, Oaxaca, and to determine if the Ixtepec city municipal government is a promoter of local development. Methodology: The methodology used is a qualitative exploratory type. The interview methods are used as data collection methods, based on the program and methodology "Agenda From the local", as well as a questionnaire given to citizens. Results: Indicate that there is no positive relationship between the various local actors, public, private or the various levels of government; therefore, they do not articulate the local development process. The absence of an administrative unit whose attributions are the promotion of local development is shown. Limitations: We can say that it is considered a single quadrant of "Sustainable Economic Development", of the four proposed by the program "Agenda from the local" and that only the case of the Ixtepec city council has been considered, a generalization of the results will depend on the political characteristics, institutional and cultural activities of municipalities of other federal entities. Conclusions: For the municipality to carry out the local development process it requires management modernization instruments and an administrative structure with the purpose of better exercising economic competences: that can design, implement and disseminate public development policies, likewise, it is necessary to highlight the importance of the mobilization and participation of local actors.
