Objetivo: examinar los impactos del huracán Earl en consumo y precios de alimentos en habitantes de Puebla, dos variables centrales para entender efectos para la economía. Metodología: recurrimos a un diseño de investigación trazado ante la ocurrencia del Huracán Earl en Puebla. Los datos se analizaron con la técnica econométrica de regresión de diferencia en diferencia. Resultados: las estimaciones indican que el impacto producido por Earl no ha logrado ser completamente suavizado por la intervención pública. Los resultados sugieren que los hogares disminuyeron el consumo para compensar por el choque del ingreso después del desastre. Encontramos también evidencia de reducción en precios después del desastre. Limitaciones: arribamos al lugar del desastre una semana después del evento, lo cual reduce la posibilidad de observar efectos; adicionalmente, bajo este enfoque no conocemos la posibilidad de resiliencia en el mediano plazo. Conclusiones: una reducción en precios seguida por una reducción en consumo sugiere pérdidas de bienestar de corto plazo, que no pudo ser compensada por la intervención millonaria de la política pública.

Abstract

Objective: We assess the impact of 2016 Hurricane Earl on consumption and prices, two main variables to understand effects for economics. Methodology: In order to test how public policy soften economic impacts, we conduct a natural experiment and analyze data by using a difference-in-differencesapproach. Results: We learn that economic impacts, produced by Earl, is not properly softened, by public intervention. Households indeed decrease consumption to compensate income shocks after disasters. We found evidence of prices decreasing after disasters. Limitations: Because we started field research 6 days after the hurricane exposure, it is probably that we did not capture whole short-term effects; additionally, we do not know anything about medium-term effects, suggesting the need of return to the field research after some months. Conclusions: A reduction in prices followed by a reduction in consumption suggests short-term welfare losses, which could not be compensated by the million-dollar intervention of public policy.
